Internal documents from a Department of Homeland Security (DHS) “Experts Group” obtained by conservative legal organization America First Legal (AFL) reveal how the Biden administration viewed supporters of former President Donald Trump, religious people, and people in the military as domestic terrorist threats.
The documents, published by AFL on Friday as a result of the organization’s lawsuit against the Biden administration, are from the DHS “Homeland Intelligence Experts Group.”
The first set of documents shows the group strategizing about possible indicators of “extremists and terrorism.”
The “experts” group identifies “being in the military or religious” as indicators of extremism and terrorism, and adds that “we should be more worried about these” and “We need the space to talk about it honestly.”
The group goes on to state that there is a “political backdrop” to identifying domestic terrorist threats in the U.S.
“It seems most of the Domestic Terrorism threat now comes from supporters of the former president,” the document reads, referring to supporters of President Trump.

“It is not like you want a political advantage, but people have attacked the government and its institutions for the last six years,” the document continues.
The Biden administration’s “Expert Group,” comprised of ex-intelligence officials, journalists, and human and civil rights advocates, was formed in September 2023, purportedly to “provide advice and perspectives on intelligence and national security efforts.”
Three of the intelligence “experts” appointed to group by Biden’s DHS Secretary Alejandro Mayorkas were among the 51 former intelligence officials who signed an October 2020 letter falsely claiming that the New York Post’s expose on the Hunter Biden laptop had “all the earmarks of a Russian information campaign.”
As a result of AFL’s lawsuit, the Biden administration agreed to disband the “Experts Group” in early May.
The release of the documents on Friday comes as the second tranche of documents from the “Experts Group” released by AFL as part of a “Deep State Diaries” series.

The first set of documents showed the group discussing ways for the DHS to increase the collection of intelligence on Americans, including strategizing ways for mothers and teachers to report on their children or students.
